Federal income tax
Your employer withholds federal income tax with the IRS percentage method: each paycheck is turned into a yearly figure, the standard deduction for your W-4 filing status comes off, and the rest is taxed at rates from 10% to 37%. Each child under 17 on Step 3 of your W-4 takes $2,200 off the year's withholding, and each other dependent $500. A bonus paid on its own is usually withheld at flat rates instead: 22% federal, 11.7% New York State and 4.25% New York City.
Social Security and Medicare
Social Security takes 6.2% of your wages until they reach $184,500 for the year, then stops. Medicare takes 1.45% of all wages, plus 0.9% on wages over $200,000. Your 401(k) contributions still count as wages for both; health premiums, FSA and HSA contributions and transit benefits taken before tax do not.
New York State income tax
New York State withholds income tax at rates from 3.9% to 10.9% on wages earned in the state, wherever you live. The allowances on your IT-2104 lower the amount withheld.
New York City income tax
If you live in the five boroughs, New York City income tax is withheld on top of the state tax, at rates from 3.078% to 3.876%. The top rate starts at $50,000 of taxable income for single filers and $90,000 for married couples filing jointly.
NY SDI and Paid Family Leave
New York disability insurance (SDI) takes 0.5% of your pay, up to $0.60 a week. Paid Family Leave takes 0.432% of your gross pay until you have paid $411.91, the 2026 maximum. Both follow where you work, so commuters pay them too.
Who pays NYC tax on their paycheck
New York City income tax depends on where you live, not where you work. Residents of Manhattan, Brooklyn, Queens, the Bronx and Staten Island pay it on all their wages. If you live outside the five boroughs, you pay none, even with a job in Midtown.
Yonkers residents pay the Yonkers resident surcharge instead: 16.75% of their New York State income tax, withheld from each paycheck. Everyone else in New York State, from Long Island to Westchester outside Yonkers, pays state income tax and no local income tax on a city job.
New Jersey residents and Connecticut residents pay New York State tax on the wages they earn in the city, and no NYC tax. Their home state taxes the same wages and credits the New York tax against its own. Connecticut residents usually owe little or nothing more. New Jersey residents often owe some New Jersey tax at filing, because New Jersey taxes the health, FSA, HSA, 403(b) and transit deductions that New York leaves out.

Which deductions lower the tax on a NYC paycheck?
